Information on the Highly Qualified Migrant Program

The Highly Qualified Migrant Program was established by the Decree No. 156 of the President of the Republic of Azerbaijan dated 6 June 2024.

The primary objective of the Program is to facilitate the attraction of highly qualified professionals residing abroad to the Republic of Azerbaijan and to ensure that the receipt and processing of their applications are carried out under a “one-stop-shop” principle.

Within this framework, the application and information process for Program participants is provided electronically through the “Highly Qualified Migrant Portal.” The Portal contains detailed information about the Program, application procedures, and the required documentation.
